(1) Vendor needs to provide paid parking management system.– Turnkey solution that includes technology, installation, operations, enforcement support, and customer service tools– System must facilitate paid hourly parking, administer various parking pass programs, enforce time limits, and generate revenue to support parking infrastructure maintenance, while improving turnover and utilization efficiency in the downtown core.– Provide mobile applications for police officers/parking enforcement staff to electronically mark and re–check vehicles without the use of tire chalking or automated license plate readers.– Provide real–time dashboards showing occupancy, turnover, and compliance trends.– Provide and install payment infrastructure (in–ground sensors, kiosks, mobile app, or hybrid) for the City’s designated off–street lots.– Support debit/credit cards, mobile payments, and integration with the City’s financial system.– Provides accurate, real–time occupancy and dwell–time data to support efficient enforcement.– Administers multiple parking pass types with time–based restrictions.– Operates as a financially self–sustaining system, with all ongoing costs covered by parking revenue.(2) All questions must be submitted no later than November 14, 2025.
