Key components of the solution include the facilitation of paid hourly parking, administration of various parking pass programs with time-based restrictions, enforcement of time limits, and robust payment infrastructure. The system should generate revenue to support ongoing parking infrastructure maintenance and improve efficiency and turnover in downtown parking facilities. Vendors are expected to provide and install technology such as in-ground sensors, payment kiosks, a mobile app, or a hybrid approach, supporting multiple forms of payment—including debit, credit, and mobile payment options—and must ensure integration with the City’s financial system.
