The State of Utah is seeking a qualified consultant to develop a comprehensive Outdoor Recreation Strategic Master Plan. The objective is to establish a clear, actionable roadmap for improving and expanding the state's outdoor recreation system, detailing priorities, timelines, and strategic initiatives to guide future growth and enhancement efforts. The plan will serve as a data-driven and visionary framework to inform the agency’s outdoor recreation policies and investments.
Key responsibilities include project management and coordination, conducting a thorough assessment of current outdoor recreation facilities, parks, and trails, and evaluating demographics, user trends, and visitation data. The selected consultant will also facilitate robust public and stakeholder engagement by engaging both public and private property owners within the West Recreation Area, conducting two public workshops, managing online surveys, and organizing two stakeholder meetings.
Additional tasks involve performing a needs assessment and market analysis to identify emerging trends, community demands, and economic opportunities, as well as devising conceptual designs and GIS-based maps. The consultant will develop a phased implementation strategy outlining steps, funding mechanisms, and cost estimates. Final deliverables include a comprehensive strategic master plan in print and digital formats, an executive summary, GIS data layers, and presentations tailored for both agency council and community stakeholders.
