The Yukon government is seeking a vendor to develop a secure, web-based data collection tool to digitalize the Oral Proficiency Interview (OPI) assessment process for French language programs. This initiative aims to replace the current paper-based system and Excel forms with a purpose-built digital solution that mitigates privacy risks, streamlines data management, and maintains the established assessment workflow for approximately 500 student evaluations annually.
Core requirements include robust user authentication and access control integrated with the agency’s Active Directory and OAuth system, supporting role-based access for administrators, coordinators, evaluators, and external contractors. The solution should facilitate student data intake via external ETL processes, support data validation, and provide a digital scoring interface based on the OPI assessment scale (10–21)—optimized for use on government-issued tablets and mobile devices. Additional features must include secure management of MP3 audio assessment files with metadata integration, assignment tools for coordinators, and tracking of evaluation progress. The platform must also support secure data export capabilities for integration with existing reporting systems.
Technical requirements specify development on the APEX/Oracle framework or a stack including Vue.js, Node.js, Kubernetes, Docker, and SQL Server, all within the agency’s infrastructure. The application must be responsive, offer cross-browser compatibility, and be optimized for various device hardware configurations commonly used in field assessments.
