(1) Vendor needs to provide oral proficiency interview data collection tool.– Develop a secure, web–based data collection tool to digitalize the Oral Proficiency Interview (OPI) assessment process for French language programs– Replace paper–based Excel forms with a purpose–built digital solution that eliminates privacy risks, streamlines data processing, and maintains current assessment workflow for approximately 500 annual student evaluations across French Immersion• Core Application Requirements– User Authentication and Access Control: Integration with agency’s Active Directory & OAuth system supporting role–based access for three user types (Admin, Coordinator, Evaluator) with provision for external contractor access.– Student Data Management: Accept inbound student cohort data provided via external ETL processes, with data validation and error handling applied upon receipt.– Assessment Interface: Digital scoring interface supporting OPI assessment scale (10–21) with responsive design optimized for government–issued tablets and mobile devices– Audio File Management: Secure upload, storage, and export capabilities for MP3 assessment recordings with automated metadata integration.– Assignment Management: Coordinator tools for assigning evaluators to specific schools and classes with progress tracking capabilities.– Data Export: Provide secure, structured access to assessment results, student demographics, and audit data to support extraction by external ETL processes for integration with existing reporting systems.• Technical Platform Requirements– Built on APEX/Oracle framework or Vue.js/Node.js/Kubernetes/Docker/SQL Server framework within agency infrastructure.– Responsive design with cross–browser compatibility optimized for government devices during field assessments.– Performance optimization for various device hardware configurations.(2) All the questions must be submitted no later than November 14, 2025.
