A qualified vendor is sought to implement Oracle cloud-based Time and Labor, Absence Management, and Workforce Scheduling solutions for two business units in Oklahoma, comprising a total of eight legal employers. The implementation includes the integration of these modules, along with Oracle Fusion Financials, to streamline and enhance workforce management processes.

The selected vendor will be responsible for designing, configuring, testing—including user acceptance testing (UAT)—and deploying these Oracle solutions. This scope of work also requires setting up robust security controls, ensuring a smooth production deployment, and providing comprehensive post go-live support. Key tasks include establishing procedures for capturing starting balances, accruals, and leave taken from the go-live date, as well as enabling labor costing by project, department, grant, or cost center.

Additionally, the vendor must develop a user guide with clear, screenshot-driven instructions and lead the implementation from initial design through full rollout. The solution is expected to support a range of employees—hourly, salaried, exempt, and non-exempt—while enhancing compliance and auditability. Seamless integration with Oracle HCM and Payroll systems is essential.
