The State of Indiana is seeking a qualified vendor to manage the upgrade and migration of its Oracle Cloud Infrastructure (OCI) and E-Business Suite (EBS) systems. The scope includes providing Platform as a Service (PaaS) for administration of the Oracle technology stack that supports EBS, covering databases, middleware, integration tools, and related OCI services.

The selected vendor will be responsible for application maintenance services (AMS), which entails technical administration of the EBS application, ongoing environment management, applying patches, handling customizations and integrations, as well as technical troubleshooting. The engagement also covers the upgrade and migration of integrations between EBS and other core and auxiliary systems, including PROPworks (for contract management, billing, and accounts receivable), Hexagon Enterprise Asset Management, and various reporting tools.

Additionally, the vendor will support the migration of the current on-premises Oracle E-Business Suite environment to the Oracle Cloud Infrastructure. This includes comprehensive cutover support, go-live planning, and execution. Business process and module-level support for Oracle EBS, such as configuration assistance, issue resolution, enhancements, and end-user support, are also expected as part of this engagement.
