A public agency is seeking proposals from qualified consultants or organizations to facilitate the development of a comprehensive three-year strategic plan for opioid misuse prevention. The scope of this engagement covers not only prevention, but also treatment, harm reduction, and recovery support. The consultant will lead a collaborative, data-driven planning process with a diverse coalition that includes stakeholders from public health, healthcare, law enforcement, education, social services, community-based organizations, and individuals with lived experience.
The consultant’s responsibilities include project planning and coordination, such as creating a detailed work plan and timeline, and participating in ongoing planning meetings with agency leadership. The scope further involves conducting a thorough review of existing data, reports, and community health assessments to identify trends and inform the strategic plan. The consultant will design and facilitate strategic planning sessions with coalition members, including exercises to develop shared goals, measurable objectives, and actionable strategies.
Deliverables will include both draft and final versions of a written strategic plan. The plan should articulate a shared vision, mission, and values for the coalition, establish strategic priorities, identify responsible parties, detail implementation steps, and set timelines for achievement. The final plan will be formally presented to agency leadership.
