The Department of Defense is seeking information on an enterprise imaging system to support operational medicine across a range of scenarios, including preventive, routine, emergency, surgical, en-route, and diagnostic care. The goal is to equip commanders and medical professionals with timely, integrated, and accurate radiological information to inform critical command, control, and medical decisions.

Key system requirements include support for rapid interpretation and consultation of radiological images through store-and-forward capability, as well as simultaneous access for users at multiple locations for secondary consultations. The system should enable voice transcription, structured reporting, and operate effectively in disconnected, intermittent, and limited (DIL) environments on an unclassified Department of Defense internet network. A zero-footprint viewer option and a tiered service desk for user training and support are also required. Diagnostic reporting must utilize structured reports and comply with Digital Imaging and Communications in Medicine (DICOM) standards.

Priority outcomes for the project include leveraging existing departmental platforms and investments to optimize the enterprise-level solution, reducing duplicative services and technical debt, establishing unified governance and modernization strategies, and maintaining operational continuity while improving performance and cost efficiency.
