The government authority in South Carolina is seeking a vendor to conduct an independent and comprehensive operational assessment of the county sheriff’s office (CSO) and the county emergency management services (GCEMS). The selected firm will be responsible for evaluating current operations, performance metrics, staffing levels, workload distribution, organizational structure, and unit hour utilization.

The assessment will include a gap analysis that compares the department's current state against recognized best practices and peer agencies in comparable counties. The scope involves reviewing law enforcement operations, procedures, and departmental functions, as well as analyzing key performance indicators such as response times, clearance rates, case volumes, service coverage, and community engagement.
