(1) Vendor needs to provide open–source software development service.– Provide technical support and feature enhancement for two free open–source software tools– The contractor shall provide troubleshooting support, maintenance and feature development for BWF MetaEdit and FFmpeg free open–source software applications to support agency projects and guidelines.• BWF Meta– The contractor shall develop the BWF MetaEdit open–source software to enhance functionality and new features including support for new use cases from work related to content authenticity and provenance• FFmpeg– The contractor shall provide development of FFmpeg to enhance functionality and new features to better support FFV1 (standardized in IETF RFC 9043), Matroska and MXF, especially for RDD 48: MXF Archive and Preservation Format Amd 1 authored by agency and published through SMPTE.(2) All the questions must be submitted no later than December 10, 2025
