A government agency in Washington, DC is seeking a vendor to provide open-source software development services focused on BWF MetaEdit and FFmpeg applications. The contractor will be responsible for delivering technical support, troubleshooting assistance, ongoing maintenance, and feature enhancements for these two free open-source software tools in alignment with agency projects and guidelines.
For BWF MetaEdit, the vendor will enhance the application's functionality by developing new features and addressing emerging use cases related to content authenticity and provenance. Regarding FFmpeg, the contractor will be tasked with advancing support for FFV1 (standardized in IETF RFC 9043), as well as improving functionality related to Matroska and MXF formats, with particular attention to RDD 48: MXF Archive and Preservation Format Amd 1 as published by SMPTE.
Vendors are advised that any questions concerning the scope or requirements must be submitted by December 10, 2025.
