OneSystem Platform Design, Implementation and Integration

The issuing entity seeks a vendor to provide OneSystem, a secure, enterprise-grade platform that consolidates grant management, unified planning, and performance monitoring into a cohesive, user-centered solution. The selected vendor will design, configure, test, pilot, implement, integrate, and stabilize the system over a three-year contract term. A pre-proposal meeting is scheduled for July 22, 2026, and questions must be submitted by July 29, 2026.

The scope includes solution design and configuration, including support for business processes, settings, rules, workflows, metadata-driven logic, and role-based access controls aligned with organizational identity and security standards. The platform must include grant management capabilities covering grant setup, eligibility rules, application configuration, submission, review, negotiation, amendments, approvals, award processes, monitoring, and close-out. It must also integrate with financial, entitlement, and electronic content management systems, while supporting automated notifications, compliance tracking, multi-year retention, versioning, and historical access.

The unified planning module must consolidate district and campus plans into a single framework and support needs assessment, root cause analysis, priority setting, goal development, strategies, and progress monitoring. The solution must enable conditional planning requirements based on statutory applicability and district context, provide secure in-app communication and collaboration, and maintain historical records. The system must also integrate planning, grants, and performance management so that approved planning data can inform and pre-populate grant applications where applicable.

Additional requirements include data migration for grants management, planning, and performance management; tracking of grant assurances, program metrics, and district or campus goal attainment; linking progress monitoring data to planning goals and strategies; allowing users to upload evidence, track milestones, and report outcomes; and enabling leadership to monitor compliance and performance in real time.
