Texas seeks a system to monitor and track youth offenders, including movement, well-being, and integration with case management.
(1) Vendor needs to provide offender monitoring and tracking system. • General System Capabilities – Must be able to track Youth Offenders throughout the facility. – Ability to track Youth Offender movement history from the front–end and back–end of the application – Ability to schedule appointments to a combination of facility/service types in order to populate service queues at the time of the appointment – Must be able to capture well–being checks and observations of youth. – Must include a centralized management and administration component to track safety checks and access at a centralized as well as site level in real–time. – Must be able to integrate the OMTS with a case management system via Application Programming Interface (API). – Tools for user to customize forms, create templates, and smart forms to capture data relevant to monitoring and tracking youth offender – Decision Support tool inclusive of specific housing placement, and correctional/customized fields to facilitate monitoring according to Youth Offender classifications. – Must provide reporting capabilities to track Youth Offenders, the status of their well– being, and their location. – Able to place Youth Offenders on a queue even if the Youth Offender is discharged (2) All the questions must be submitted no later than December 15, 2025 (3) The contract period will be for three years.
