(1) Vendor needs to provide offender communications services. • Offender Communications Services, which shall include but to OTS, VVS, Tablets, electronic trust account deposit application, and debit release cards, shall provide with effective investigative tools and a method of tracking and reporting all offender communications services. • Provide a correctional–grade mobile device/tablet solution (Tablets) that shall allow offenders access to various pre–approved applications including electronic messaging, education, instructional material, entertainment, media, offender requests, medical requests, grievances and commissary ordering. • Provide integration with offender management system (OMS) Scribe, using web service REST protocols or file transfer. • Provide a turn–key video visitation system (VVS) which shall include, without limitation, automated scheduling software and completion of remote video visitation sessions
