Ontario is seeking a qualified vendor to deliver a comprehensive occupational health and safety management system. The project scope includes system implementation, in-depth knowledge transfer, and ongoing support to ensure sustained compliance and performance. Key deliverables will include executive summary reports, gap analyses and non-conformities mapped to ISO 45001 and relevant Canadian regulations, prioritized risk and legal registers, chemical inventory and status assessments, and a baseline training matrix.
The vendor will also develop an actionable plan and roadmap detailing responsibilities and timelines, and support the following health and safety programs: Lockout/Tagout (LOTO), confined space entry, working at heights, electrical safety and arc flash protection, respiratory protection and fit testing, ergonomics, industrial hygiene monitoring, machine guarding and conveyors, mobile equipment safety, heat and cold stress management, and fatigue mitigation. Risk planning services will include hazard identification and assessment, application of the hierarchy of controls, contractor management, design-for-safety reviews, and emergency preparedness planning.
Additional requirements include the creation of audit tools, checklists, a management review kit, and a stakeholder engagement plan. All communications tools, templates, and rollout materials must be provided in both English and French to enable effective engagement across the organization. An implementation and maintenance strategy is also expected to support the long-term success of the system.
