This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213–2. This is NOT a solicitation, and no solicitation documents are currently publicly available. This pre–solicitation notice is for Solicitation Number 36C24226B0040 Project Number 630–26–101 for the Oncology Pharmacy Chiller USP 800 project at the Manhattan Veterans Affairs Medical Center, 423 East, 23rd Street, New York, NY 10010. This project will be 100% Service–Disabled Veteran Owned Small Business Set–Aside (SDVOSB). Competition for this procurement is restricted to verified SERVICE–DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in SBA s Small Business Search and https://www.sam.gov. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, size standard: $45million. IAW VAAR 852.219–10 the VIP listed SDVOSB. Prospective Contractor will not pay more than 85% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, to firms that are not VIP–listed SDVOBs. The magnitude of construction for this project is between $250,000 and $500,000. SCOPE OF WORK: The Department of Veterans Affairs (VA) seeks a qualified contractor to provide all labor, materials, equipment, and supervision necessary to install a dedicated chiller for 12 South Oncology Pharmacy at the Manhattan Veterans Medical Center, 423 East, 23rd Street, New York, NY 10010. All work shall be performed in accordance with applicable manufacturer specifications, VA design guidelines, and NFPA requirements. This project involves converting Room 12099S into a mechanical room and upgrading the 12 South Oncology Pharmacy cooling system. The room conversion includes replacing and removing doors to meet NFPA 80 requirements, installing fire–rated gypsum board and firestopping penetrations, replacing a window with an insulated metal panel and louver, adding required air supply/return ductwork and exhaust fan with controls per manufacturer specifications, and painting to match existing finishes while keeping current flooring, lighting, and sprinklers. The cooling system scope includes providing and installing one fully operational 6–ton Daikin constant refrigerant heat pump system with vibration pad, supplying required condenser, DX coil, intake and exhaust duct drawings and specifications, integrating with BMS control, providing temperature and pressure gauges for existing AC–60 chilled water lines, and including a one–year labor warranty. PROJECT COMPLETION: Contractor to start immediately after receiving the Notice to Proceed and complete required work in 180 calendar days. Prospective contractors must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about March 17, 2026.
