The state of Virginia is seeking a provider to deliver a comprehensive notification and mass communication delivery system designed to support schools and their diverse messaging needs. The required solution must integrate with existing student, staff, and contact data systems using API, SFTP, or PowerSchool Plugin, and facilitate the import, creation, and management of custom lists and groups. The system should accommodate at least six contact associations per student and allow administrators to assign permissions based on message type.
The communication platform must support a variety of messaging channels, including email, voice calls (to landlines, VOIP, and mobile devices), SMS text messaging, and a mobile application for family, staff, and student recipients. Staff users should be able to compose and schedule messages from Android and iOS devices. Features such as a “do not call” list, message delivery summaries highlighting failed contacts, and the ability to export user reports to formats like PDF or Excel are required. Both division-wide and school-based messaging options should be available, with the system offering user-friendly tools and guided workflows for message composition. The initial contract is planned for a period of one year.
