The Defense Information Systems Agency (DISA) and Defense Information Technology Contracting Organization (DITCO) at Scott Air Force Base, Illinois, intends to acquire Thermo LabSystems SampleManager software support for the Naval Sea Systems Command Digital Program Office. This procurement will be conducted on a sole source basis with Thermo LabSystems, Inc., as they are the only provider capable of meeting the requirements for this brand name, commercial off-the-shelf software support.
The period of performance for this support contract will be from February 28, 2026, through February 27, 2027. The statutory authority for proceeding without full and open competition is 10 USC 2304 (c)(1), as implemented by FAR 6.302–1(a)(2)(iii), which allows for sole source action when only one responsible source is able to fulfill the agency’s needs.
Interested parties who believe they are capable of providing this service are encouraged to submit a detailed capability statement within seven days of notification. All responses will be considered in the government's determination regarding the sole source procurement. The applicable NAICS code for this action is 513210.
