Ontario is seeking a vendor to deliver non-ticketed event counting services aimed at accurately estimating attendance at public events, festivals, and agri-tourism operations where entry is free and formal admission systems are not in place. The scope of work involves researching and documenting best practices and methodologies for estimating the number of attendees under these circumstances.

The selected vendor will also be responsible for educating and training event and festival staff in the application of these attendance estimation methods. Preferred vendors should demonstrate expertise in data collection, event evaluation, and visitor analytics. This initiative will support enhanced planning and reporting for non-ticketed events across Ontario.
