The Naval Research Laboratory (NRL) is planning to acquire a node-locked, perpetual license for Dragonfly 3D World with Deep Learning software from Comet Technologies Canada Inc. This software is intended to support the research needs of the laboratory by providing advanced 3D analysis and machine learning capabilities.

This procurement will be conducted as a sole source acquisition under the Simplified Acquisition Procedures, in accordance with the Federal Acquisition Regulation (FAR) Part 13.106–1(b). The decision to pursue a sole source purchase is based on the determination that only one responsible supplier can meet the agency's requirements for this specialized software.

Interested parties who believe they can provide an equivalent product may submit their capabilities for consideration. Any information received will be reviewed solely to determine if a competitive procurement should be initiated.
