This RFP seeks a vendor to provide a standards-based Next Generation 911 (NG911) call handling system, including the provision, implementation, configuration, integration, testing, training, maintenance, and ongoing support for NG911 systems and their components. The NG911 system must include core call processing, Next Generation Core Services (NGCS) interfaces, multimedia handling, system provisioning, resiliency, redundancy, cybersecurity controls, and full compliance with National Emergency Number Association (NENA) i3 functional and interface standards.
The solution calls for integrated dispatch mapping with real-time geospatial capabilities, GIS-based visualization, location validation, and compatibility with regional and member-provided GIS datasets. The selected vendor must provide data analytics for system performance, operational metrics, call quality, trend reporting, real-time dashboards, and standardized reporting in accordance with state and national requirements.
Ancillary services should support a range of public safety environments, from small rural PSAPs to large metropolitan 911 centers, with ongoing support and reliability consistent with the critical demands of public safety communications. The contract period is five years.
Best-fit vendors:
• Proven experience deploying NG911 or advanced emergency communication systems
• Familiarity with NENA i3 standards and public safety communications requirements
• Expertise in GIS integration and public safety analytics
• Capability to provide long-term system support for diverse operational environments
• Track record working with public sector or large-scale mission-critical infrastructure
