A public agency in California's Inland Empire is seeking a vendor to develop the Next Generation Strategic Transportation Demand Management (TDM) Plan. The project aims to deliver a comprehensive roadmap for expanding and modernizing TDM initiatives, addressing both regional and subregional mobility challenges. The plan will emphasize actionable strategies not only for traditional commuter and worksite-based trips but also for a broader array of travel needs, including discretionary, student, recreational, visitor, special event, older adults, persons with disabilities, and specialized transit users.

A technical, action-oriented matrix must be prepared, assessing recommended strategies based on cost, feasibility, implementation factors, projected VMT and emissions reductions, and opportunities for partnerships and funding.
