The selected provider will deliver a flexible and secure digital platform designed for municipal operations, enabling staff to efficiently add, edit, and manage content. The CMS should support robust approval workflows, comprehensive version control, and permissions management suitable for various user roles.

The project includes a thorough audit of the current municipal website content and information architecture to identify gaps, outdated materials, and usability challenges. Based on these findings, the vendor will recommend strategies for content restructuring, plain-language updates, consolidation, and removal, and will propose a new sitemap informed by analytics and user experience best practices. The solution will feature cloud-based hosting within Canada, and must enable e-commerce capabilities for payments, registrations, and similar transactions. There is also a requirement to provide options for developing microsites for municipal divisions such as the Museum, Library, and Economic Development, as well as the capability to integrate AI tools now or in the future.

Vendors are required to establish a clear content strategy and taxonomy aligned with municipal services and user needs. Questions regarding this initiative must be submitted by January 6, 2026.
