(1) Vendor needs to provide neighbourhood business district plan service. – Planning, design, and economic development firms to prepare a Neighbourhood Business District Plan. – The Plan will provide a comprehensive strategy to strengthen small businesses, attract private investment, and improve the appearance, accessibility, and safety. – Firms will demonstrate an understanding of the unique approach required to work in neighbourhoods in need of stabilization, while leveraging and enhancing the assets of strong residential and commercial nodes in the same footprint. – Develop a clear vision for the future of the corridor based on community and stakeholder input. – Identify targeted investments to improve the streetscape, pedestrian environment, and overall business climate. – Provide an implementation plan with cost estimates, phasing, and potential funding sources. – Existing Conditions & Market Assessment: Collect and analyze data on land use, property ownership, crime, vacant properties, business mix, transportation and other demographics. – Implementation Strategy: Prepare a prioritized list of projects with cost estimates, responsible parties, and funding options. – Final Plan: Produce a comprehensive, actionable plan with maps, graphics, and an executive summary suitable for public distribution.
