The NATO Communications and Information Agency (NCIA) is seeking qualified U.S. contractors to provide system software engineering services and system transition for the Basic Modules of the Advanced Rapid, Targeting and Effects Mission Information System (ARTEMIS). ARTEMIS is being developed as the next generation Joint Targeting System to enhance NATO’s federated Target Material Production capabilities in response to crisis situations, building on but surpassing the existing JTS/FAST technology by offering improved interoperability and scalability.
This contract will encompass two primary work packages. The first involves system software engineering services, leveraging Agile methodologies to ensure that the ARTEMIS Basic Modules (ABM) comply with NATO Human-Machine Interface (HMI) guidelines, ISO standards, and mission operational requirements. The scope includes building robust interfaces to support interoperability and integration with future systems. The second work package involves the system transition, covering the installation, migration, and operational support of the ABM alongside current targeting systems, to ensure seamless operational continuity and efficient user onboarding.
In addition, there is an evaluated option for contractors to provide Operations and Maintenance services for a minimum period of two years. This will include ongoing software maintenance, performance monitoring, and release management to support the sustained performance and evolution of the ARTEMIS system.
