A consultant is sought to develop a comprehensive financing strategy and resource mobilization plan to support durable solutions in Somalia. The scope includes designing a National Solutions Financing Strategy that strengthens the country's financing architecture and aligns with established principles and national development priorities.

Key responsibilities include contributing to a Development Finance Assessment (DFA) by mapping existing financial flows and conducting aligned analysis. The consultant will recommend innovative pathways for mobilizing and aligning financing, ensuring integration with Somalia's Integrated National Financing Framework (INFF) and National Transformation Plan (NTP). A detailed resource mobilization strategy will be crafted to attract diverse funding sources, including domestic, international, private, and climate financing, aimed at enhancing resilience and durable solutions.

Additionally, the consultant will develop a concept and implementation roadmap, detailing governance structures, data security protocols, and strategic communication approaches to foster public engagement and promote the sustainability of the digital platform supporting these initiatives. All personal administrative costs, such as office space and communications, are to be managed by the consultant unless otherwise specified in the contractual agreement.
