A vendor is sought to develop and support a national incident-based reporting and estimation system utilizing National Incident-Based Reporting System (NIBRS) data. The selected vendor will be responsible for creating a semi-automated system capable of generating annual national crime estimates based exclusively on NIBRS data, in alignment with the data reporting standards adopted by law enforcement agencies nationwide.
The project scope includes the design and implementation of estimation procedures to produce reliable and accurate national crime indicators, as well as the development of statistical methods to assess the quality and completeness of NIBRS data. The goal is to ensure the system can efficiently process and analyze incident-based crime data for robust national reporting.
