A municipality in Nova Scotia is seeking a qualified vendor to conduct a comprehensive needs analysis for its financial system strategy. The primary objective of this project is to assess current financial processes, identify business and technical requirements, evaluate potential solution options—including associated costs and risks—and deliver a detailed implementation roadmap.

The analysis will include a current-state assessment of core finance cycles such as General Ledger, Accounts Payable, Accounts Receivable, payroll, cash receipting, bank reconciliations, budgeting and forecasting, tangible capital assets, project and cost accounting, grants and debentures, procurement and P-Card processes, and reporting and analytics. Additionally, the project involves process mapping, integration evaluation with adjacent systems (such as records and content management, e-procurement, e-permitting), and improvement of financial controls and modernized practices.

Vendors are expected to develop a requirements catalogue that incorporates Chart of Accounts design principles, reporting hierarchies aligned to PSAS and Council/management needs, and covers budgeting, commitment control, and project or grant tracking. The selected firm will also be responsible for evaluating total cost of ownership and implementation risk for various solution options, providing recommendations to support future decision-making.
