Vendor needs to provide municipal financial system needs analysis service. Conduct a comprehensive needs analysis for its future financial system strategy. The project’s main goal is to assess agency’s current financial processes, identify requirements, evaluate solution options (including costs and risks), and provide an implementation roadmap. Drivers for the Needs Analysis: Modernize financial processes and controls; strengthen integration with adjacent systems, e.g., records/content management and e–procurement, e–permitting and other existing systems. Assess options with total cost of ownership and implementation risk. Current–State Assessment: Process mapping for core finance cycles: GL, AP, AR, payroll, cash receipting, bank recs, budget & forecast, TCA, project/cost accounting, grants/debentures, procurement/P–Card, reporting/analytics. Develop a Requirements Catalogue: Chart of Accounts design principles, segments, and reporting hierarchies aligned to PSAS and Council/management reporting. Budgeting (operating & capital), commitment control/encumbrances, project/grant tracking. Procure–to–pay and integration with e–Procurement processes per Policy P–04 (posting, awards, contract records).
