(1) Vendor needs to provide project is to implement a modern, efficient, and user–friendly system that enhances productivity, ensures regulatory compliance, and improves citizen engagement. These systems operate independently, lack integration, and rely heavily on manual processes, creating inefficiencies in reporting, workflow management, and customer service delivery. • Integration of Core Functions: Unify tax billing, payroll, utility billing, cash receipting, general ledger, accounts payable/receivable, budgeting, and reporting into a single, cohesive system. • Improved Reporting and Analytics: Provide real–time access to financial and operational data to support informed decision–making and regulatory compliance. • Enhanced User Experience: Deliver an intuitive, user–friendly interface for staff and residents, improving ease of use and reducing manual data entry. • Automation of Workflows: Streamline repetitive tasks such as payroll processing, billing, and reconciliations to reduce errors and increase productivity. – Tax Billing • Management of real property, personal property, and special assessments • Automated billing, payment processing, and account reconciliation • Delinquency tracking, lien generation, and foreclosure reporting – Cash Receipting • Centralized receipting for all municipal revenues • Real–time integration with tax, utility, and other billing modules • Support for in–person, online, and lockbox payment methods – Payroll • Full compliance with federal and State of Maine payroll regulations • Automated calculations for taxes, deductions, and benefits • Direct deposit and electronic pay stub distribution – Accounts Payable (AP) • Vendor database management and document storage • Invoice entry, routing, and approval tracking – Technical Integration • Full integration between all system modules, including tax billing, utility billing, payroll, HR, budgeting, and financial management. • Compatibility with State of Maine databases, such as property tax lien recording systems and motor vehicle registration databases, where applicable. • Support for standard data exchange formats (e.g., CSV, XML, API, or other open interfaces) for interoperability with third–party systems. • Ability to integrate with commonly used municipal tools, such as Microsoft 365, document management software, and GIS mapping applications. (2) The contract period will be for one year.
