DESCRIPTION

The Chattanooga Housing Authority (CHA) is soliciting proposals from qualified, licensed, and insured entities to serve as its independent registered municipal advisor for a rating engagement and bond program. The selected firm will provide services including rating strategy, preparation of financial data packages, bond issuance capacity analysis, quantitative modeling, and post-issuance support. The initial contract term is one year, with the discretion to renew annually for up to two additional years.

KEY REQUIREMENTS

Must be a registered municipal advisor with the Securities and Exchange Commission
Must hold MSRB qualifications (Series 50 and Series 54)
Must have experience advising public housing authorities or housing finance agencies on issuer credit ratings
Must have experience with PHA, HFA, and redevelopment-agency bond programs
Must have experience with Tennessee debt-management requirements under T.C.A. § 9-21-134
Must maintain a permanent office in Tennessee as required by T.C.A. § 13-20-602
Must provide Certificate of Insurance for Workers Compensation
Must provide Certificate of Insurance for Commercial General Liability with $1,000,000 minimum per occurrence
Must provide Certificate of Insurance for Automobile Liability with $500,000 minimum per occurrence
Must provide Certificate of Insurance for Professional Liability/Errors and Omissions with $5,000,000 minimum
