The State of Michigan is seeking a qualified vendor to implement multifactor authentication (MFA), migrate to Microsoft Government Community Cloud (GCC), and provide Intune and Windows Hello for Business services. The goal of this project is to enhance the state's cybersecurity posture and ensure compliance with law enforcement information systems such as LEIN and CJIS.

The selected vendor will be responsible for deploying comprehensive MFA solutions using Microsoft GCC, Intune, conditional access, single sign-on (SSO), and Windows Hello for Business. The scope includes strengthening identity protection, implementing robust access controls, identity governance, and supporting centralized monitoring, security notifications, and audit logging. This initiative addresses vulnerabilities identified in recent cybersecurity assessments and provides secure, unified access to critical services.

Additional requirements include configuring Intune for device management and security, implementing Conditional Access policies, enabling SSO for major City applications, and ensuring all integrations are compliant with CJIS/LEIN standards. Configurations must cover systems such as Office 365 GCC Suite and Windows 11 desktops. The initial contract period will be for one year.
