The Wilmington Department of Veterans Affairs Medical Center located at 1601 Kirkwood Highway, Wilmington DE, 19805 is seeking professional Architect and Engineering (A&E) services for Project No. 460–19–004, Morgue HVAC Design. This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92–582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Qualified A&E firms are requested to submit SF 330s for consideration. The project scope includes: site investigation architectural, structural, mechanical, electrical, and environmental services; contract drawings and specifications for construction; 3rd party cost estimates; infection control risk assessment; construction management services during construction; and ensuring all VA guidelines and requirements are met. The project involves all design work and phasing to remove and replace the existing HVAC distribution system that services the morgue and associated areas in Building 1, including but not limited to, removal and installation of ductwork, light fixtures, ceiling grid and tiles, a six-compartment refrigerator unit, replacement of non-compliant fire protection and alarm systems as needed, installation of direct digital controls integrated into the Building Automation System, infection control/dust prevention planning, asbestos abatement design, and close coordination with VA staff. All work must include peer review for fire and safety, with review comments incorporated into the final submission, and is to be coordinated to minimize disruption to hospital operations.
