The Office of Policy Development & Research within the Department of Housing and Urban Development (HUD) is seeking a contractor to support a demonstration initiative aimed at expanding financing options for developers and manufacturers of modular homes. The primary objective is to design and implement a loan guarantee mechanism that addresses the challenges associated with securing financing during the manufacturing period—an interval often perceived as risky by private lenders.

The selected contractor will collaborate with HUD to develop a guarantee structure that makes lending to both single-family and multifamily modular home developers more attractive, thereby increasing capital access and encouraging greater production volume and efficiency in the modular construction sector. Federal funds will be dedicated to support the contractor's efforts in designing, administering, and implementing this demonstration. HUD is particularly interested in working with closed-panel volumetric manufacturers who meet local building codes and utilize offsite construction methods.
