The State of Ohio is seeking a qualified vendor to oversee the migration and upgrade of Reqtrack, an internally developed database application utilized for tracking and reconciling state and federal financial obligations associated with joint undertakings. Reqtrack is built using C# and MS SQL Server, and features a web-based graphical user interface. The vendor will be responsible for updating the application's security module to ensure compliance with requirements for handling personally identifiable information (PII) and federal data, as well as for integrating the system into Ohio’s multi-factor authentication (MFA) framework.

The scope of services includes a review of hardware specifications, assessment of known technical challenges, and examination of necessary licensing and software for a successful deployment. Additional tasks involve evaluating SSL certificate needs, establishing a detailed project schedule based on key personnel availability, and facilitating meetings to identify and resolve outstanding issues. The vendor will be expected to document and distribute decisions, issues, and suggested mitigation strategies to all relevant stakeholders, ensuring clear communication and setting expectations for the migration and upgrade process.
