The State of Washington is seeking a qualified vendor to provide Microsoft software and cloud resale services for a five-year contract. The scope includes resale and support for Microsoft Infrastructure as a Service (IaaS), Platform as a Service (PaaS) offerings such as Microsoft Azure, as well as Software as a Service (SaaS) products like Microsoft 365 and other Microsoft Cloud Service Provider (CSP) products.

The selected vendor will be responsible for maintaining at least 99.98 percent accuracy in license and consumption reporting, with verification conducted monthly through reconciliation with official Microsoft CSP tenant data. Accurate reporting will be compared against the agency's authoritative Microsoft tenant dataset. The vendor must also deliver both automated and ad hoc reports on usage trends, subscription growth, and identification of underutilized Microsoft licenses.

Additionally, the vendor will provide monthly recommendations that identify cost-optimization opportunities and flag consumption anomalies, including estimates of their fiscal impact. This partnership is designed to ensure the state's Microsoft cloud investments are fully optimized and accurately managed throughout the contract period.
