The County seeks a vendor to provide and implement Microsoft’s Identity and Access Management (IAM) solution. The project involves integrating the IAM platform into the existing computing ecosystem to automate employee onboarding, offboarding, and transfers. The successful vendor will educate and train current support personnel on IAM administration and single sign-on (SSO) tasks necessary to sustain the proposed platform and its infrastructure.

The contract includes the replacement of the current SSO platform with minimal disruption to users and integrated organizations. It requires alignment of the identity ecosystem (Entra/AD) with IAM best practices and may include the replacement of existing systems to enhance integration and leverage cost efficiencies through the use of Microsoft licensing. Additionally, the vendor will be responsible for providing comprehensive documentation on system administration, change processes, and methodologies for stakeholders to track onboarding and access requests.

A user-friendly platform and portal must be provided for system access changes, and the vendor must manage communications to minimize impact on user access. The scope also includes evaluating data accuracy, consistency, and integrity in the AD domain and forest environments.
