(1) Vendor needs to provide microgrid strategic energy plan services. Develop a strategic energy plan that identifies, evaluates, and prioritizes a portfolio of technically feasible and financially viable energy projects. Create a plan that demonstrates how to significantly improve its energy efficiency, generate much of its needed energy on-site, reduce energy costs, and significantly decrease its greenhouse gas emissions. Strategic Plan requires a firm whose team composition may include civil, architectural, structural, electrical, mechanical, and low voltage engineering. Plan will serve as an actionable roadmap for implementation, resulting in the identification of potential energy efficiency and renewable generation projects. Conduct a shading analysis to optimize placement and maximize energy generation. Create preliminary single-line electrical diagrams showing the proposed system interconnections. Create a comprehensive financial model detailing the project's return on investment, payback period, net present value, and levelized cost of energy. Develop a high-level procurement strategy and draft language for a future engineering, procurement, and construction. Plan must include a clear, phased implementation roadmap that prioritizes projects based on financial return and operational benefits. Design Professional will complete the balance of design development necessary to advance the identified projects to procurement readiness. (2) All questions must be submitted no later than March 17, 2026. (3) A pre-bid meeting will be held on March 3, 2026. (4) The contract period will be for one year.
