California is seeking a qualified vendor to develop a comprehensive microgrid strategic energy plan. The selected firm will be responsible for identifying, evaluating, and prioritizing a portfolio of energy projects that are both technically feasible and financially viable. The plan should focus on significantly improving energy efficiency, increasing on-site energy generation, reducing overall energy costs, and substantially decreasing greenhouse gas emissions.

The scope of services requires a multidisciplinary team, potentially including civil, architectural, structural, electrical, mechanical, and low voltage engineering professionals. Deliverables will include a detailed, actionable implementation roadmap prioritizing projects by financial and operational impact, a shading analysis to optimize energy generation placement, and preliminary single-line electrical diagrams of system interconnections. The vendor will also develop a comprehensive financial model covering return on investment, payback period, net present value, and levelized cost of energy, as well as a high-level procurement strategy and draft language for future engineering, procurement, and construction contracting.

The selected design professional will further advance the development of selected projects to make them procurement-ready. The contract period for these services will be one year.
