Project tasks and deliverables are expected to be completed and submitted to SunLine within 20 weeks of the notice to proceed.

Tasks 1 & 2 (Project Kickoff and Data Collection, Site Assessment and Feasibility Analysis) are scheduled for Weeks 1-4 from notice to proceed.

Task 3 (Conceptual Design and Performance Modeling) is scheduled for Weeks 5-8 from notice to proceed.

Task 4 (Financial and Economic Analysis) is scheduled for Weeks 9-12 from notice to proceed.

Task 5 (Strategic Energy Plan Development and Final Reporting) is scheduled for Weeks 13-16 from notice to proceed.

Task 6 (Balance of Design Development, Procurement and Project Support) is scheduled for Weeks 16-20 from notice to proceed.

California is seeking a qualified vendor to develop a comprehensive microgrid strategic energy plan. The selected firm will be responsible for identifying, evaluating, and prioritizing a portfolio of energy projects that are both technically feasible and financially viable. The plan should focus on significantly improving energy efficiency, increasing on-site energy generation, reducing overall energy costs, and substantially decreasing greenhouse gas emissions.

The scope of services requires a multidisciplinary team, potentially including civil, architectural, structural, electrical, mechanical, and low voltage engineering professionals. Deliverables will include a detailed, actionable implementation roadmap prioritizing projects by financial and operational impact, a shading analysis to optimize energy generation placement, and preliminary single-line electrical diagrams of system interconnections. The vendor will also develop a comprehensive financial model covering return on investment, payback period, net present value, and levelized cost of energy, as well as a high-level procurement strategy and draft language for future engineering, procurement, and construction contracting.

The selected design professional will further advance the development of selected projects to make them procurement-ready. The contract period for these services will be one year.
