The State of Arizona is seeking a vendor to deliver a comprehensive Network–Vehicle–to–Everything (V2X) Message Exchange Platform (MEP) along with a mobile device application. The purpose of this initiative is to facilitate real-time traffic and safety communications between roadside equipment—such as traffic signal controllers—and mobile devices. The solution should utilize intelligent message distribution techniques, including geocaching, to ensure messages are efficiently targeted to users based on their geographic locations.
The MEP will operate as a center-based system, enabling the exchange of V2X messages over existing 4G/5G cellular networks. The mobile device application should receive infrastructure messages from the MEP, providing interactions similar to those of On-Board Units (OBUs). Key functionalities include real-time access to traffic signal controller data, support for signal priority and pre-emption requests from mobile devices, and delivery of vulnerable road user notifications and position correction messages. This project aims to enhance road safety and traffic efficiency through advanced communication technologies.
