The State of Illinois seeks a vendor to provide full-service communications, advertising, media planning, and media buying support for public outreach related to mental health parity laws and health insurance consumers’ rights concerning mental health and substance use disorder coverage. The selected vendor will collaborate with agency staff to develop, implement, and maintain a comprehensive campaign strategy designed to increase public awareness and understanding of mental health parity.

Services will include strategic marketing, advertising, social media campaign development, creative material production, radio and digital media planning, media placement, and execution of agency-approved media buys. The vendor will manage digital and social media advertising activities, including placement, monitoring, optimization, modification, and removal of content, as directed and approved by the agency.

The vendor will also provide translation, language access, and accessibility services; manage campaign schedules, deliverables, and coordination activities; and collect and report performance data such as spending, impressions, placements, and outcome metrics in the format specified by the agency.
