This project seeks a vendor to develop a strategic plan for mental health and substance use services targeting Black youth. Responsibilities include creating a critical path outlining key tasks and deadlines needed to complete the plan by September 2026 and coordinating project meetings with a strategic planning committee to ensure continuous feedback and input.

The vendor will lead a discovery process to affirm the scope, facilitate productive and innovative discussions, and guide evaluation and revision of foundational project statements such as mission, vision, and values to align with community needs. Additional duties encompass facilitating goal development informed by both stakeholder engagement and relevant research, as well as identifying and prioritizing strategies and actions to meet those goals.

There is an emphasis on validating the current theory of change through targeted stakeholder engagement and supporting solid, feasible implementation of the strategic plan. The successful firm will produce a comprehensive strategic plan and an operational plan focused on implementation, monitoring, and evaluation. Facilitation of final review, refinement, and approval stages for both plans, centered on stakeholder involvement, is also required.
