An organization is seeking a vendor to provide a cloud-hosted, SaaS-based assessment tool focused on youth mental health and addictions. The required solution must reside in a public cloud environment such as Microsoft Azure, Amazon AWS, or Google Cloud, and be fully managed by the chosen supplier.

The tool should be capable of assessing a range of mental health and behavioral challenges in youth, including internalizing problems (such as anxiety, depression, withdrawal, and somatic complaints), externalizing problems (rule-breaking and aggressive behavior), substance use, social problems, thought problems, and attention problems. All assessment activities—including distribution, completion, collection, and analysis—must be handled within a secure, web-based application accessible via browser.

Security and integration are key requirements: the solution must employ encryption for data both at rest and in transit, and it must enforce multi-factor authentication for all internet-facing access points. Additionally, the system should support third-party integration with other software products. The contract period for this engagement will be one year.
