Medical Record Database Extraction Solution

The issuing organization in Michigan is seeking a vendor to provide a medical record database extraction solution. The work involves providing a user interface that interacts with a back-end SQL database containing client and configuration data across approximately 780 tables. Most of these tables are used for lookup purposes or to support application functionality, with relatively limited data fields and row counts.

The selected vendor will be responsible for extracting each client's data from the SQL database and assembling it into a complete, logically structured report. Each report must be exportable, savable, or printable as a PDF file using the client's unique Client ID as the filename, resulting in an estimated set of approximately 20,000 PDFs. These medical records are primarily needed for retention and are expected to be accessed only infrequently.

In addition, the project includes exporting a comma-separated value (CSV) client index from select fields in the master client table, such as Client ID, First Name, Last Name, Birth Date, and other key identifying fields as needed. The vendor must also support importing the index and associated PDF documents into Upland's FileBound document management solution used by the county for digital records, along with importing and attaching any documents linked to client records as exhibits.

A pre-bid meeting is scheduled for August 10, 2026, and all questions must be submitted by August 11, 2026.
