The vendor is required to provide comprehensive administration services for medical, pharmacy, COBRA, dental, FSA, and retiree billing. Responsibilities include claims processing, which involves handling the receipt, review, adjudication, and payment of health insurance claims. The vendor will manage eligibility and enrollment, maintain records, and oversee the enrollment process for plan members.

Customer service must be delivered through call centers and online channels, addressing inquiries about benefits, claims, and plan-related concerns. Additional tasks include establishing and maintaining provider networks, negotiating rates, generating regular reports on plan utilization, and ensuring compliance with ERISA, ACA, and HIPAA regulations. The services also encompass utilization review, wellness and health management programs, stop-loss insurance coordination, billing and premium collection, and communication efforts to educate plan members.

The contract will be awarded for a one-year period. All questions regarding this RFP must be submitted by March 5, 2026.
