This RFP seeks a qualified vendor to provide Medicaid waiver services, specifically focusing on the submission and management of Medicaid claims under the 1115 Medicaid Waiver. The chosen contractor will be responsible for preparing, submitting, and overseeing all eligible Medicaid claims for incarcerated individuals who received Medicaid-covered services or medications during their final 90 days of incarceration.
The initial phase will target medication-assisted treatment participants, with services expanding to cover all inmates receiving Medicaid-eligible medical care as the program develops. Key requirements include providing a dedicated account manager to supervise all billing operations and adding billing specialists as claim volumes increase. The vendor must facilitate the provision of inmate demographic, booking, custody, and release data required for eligibility verification and claims processing.
Additionally, the contractor is expected to approve and support necessary technical integrations between county/jail systems and their billing platform, and coordinate with internal departments and healthcare providers to ensure timely, complete transmission of encounter and billing data. Service-level expectations for response times, issue resolution, and data exchange will be established as part of this engagement. The contract will span six years.
