(1) Vendor needs to provide media campaign services.– Develop a culturally relevant multimedia campaign to increase awareness about the dangers of opioid overdoses.– Campaign should align with community based effort aimed at addressing the opioid crisis– A comprehensive campaign plan including messaging framework, media strategy, and timeline.– Campaign shall be community–informed and trauma–aware, and include the following components:– Development of campaign messaging and creative assets in collaboration with community stakeholders.– Production and placement of billboard advertisements in high–visibility areas within predominantly Black neighborhoods.– Creation and management of a social media outreach strategy across platforms such as Facebook, Instagram, and TikTok, including paid promotions and community engagement tactics.– Production of short–form video content (e.g., testimonials, educational clips, animated explainers) for digital and in–person use.– Design and printing of culturally appropriate educational materials (e.g., flyers, brochures, posters) for distribution at community centers, churches, clinics, and events.– Facilitation of at least two community feedback sessions to inform campaign development and assess resonance.(2) All questions must be submitted no later than February 16, 2026.
