The Arkansas Department of Health is seeking a qualified vendor to provide comprehensive media campaign services for the Tobacco Prevention and Cessation Program (TPCP) on a four-year contract. The selected contractor will be responsible for developing and implementing multi-faceted media campaigns aimed at promoting tobacco prevention and cessation throughout the state.
Services will include the creation, testing, production, placement, and management of campaigns utilizing a variety of channels, such as social media, digital, electronic, print, grassroots initiatives, and earned media. The contractor will strategically place promotional materials through both paid advertisements and public service announcements to maximize exposure among target audiences. A fully integrated creative development department is required to manage all aspects of the campaign.
Additional responsibilities include conducting market research to inform campaign strategies, collecting and analyzing audience data, and developing annual marketing plans with clear goals, objectives, and priorities. Strategic recommendations for campaign implementation and organized marketing strategies are expected, ensuring evidence-based decision-making and effective engagement with key audiences.
