(1) Vendor needs to provide media buying services for storm water. – Provide media strategy and planning, buying and measurement related to cause–related messaging. – The target audience across all media, strategize reach, negotiate the best placement and rates and leverage in–kind publicity. – Media buying services will require audience identification, budget parameters, negotiations with media outlets, placement of ads, management of make–goods, verification and post–buy analyses. – Provide monthly and annual performance reports for all media campaigns and will work to evaluate effectiveness and efficiency. – Responsible for collaborating with staff and achieving the following media buying services. – Create a 3–year media buying strategic plan for educational campaigns based upon market and media research. – Create a fiscal year budget tracker and ensure services are provided on time and on budget. – Monitor and inform about new and emerging media services and methods. – Utilize the most efficient combination of advertising media to meet strategic goals. – Efficiently schedule, place and manage media buys. – Reach the target audience on a regular basis to maximize impressions and engagement. – Provide monthly and annual media performance data for each educational campaign. – Conducts educational campaigns to raise awareness about the effects of individual behaviour on surface water quality, volunteer opportunities to protect local waterways, flood safety, storm drainage infrastructure and our organization’s mission, priorities and programs.(2) Non–mandatory pre–bid meeting will be held on February 6, 2026. (3) All the questions must be submitted no later than February 12, 2026.
