(1) Vendor needs to provide media buying services– The intent of this RFP is to identify a specialized agency in media buying to supplement and work collaboratively with agency in–house staff and other creative agency initiatives, on an as and when requested basis.– Provide paid media strategy and selection services that integrate strategy and planning with unique and creative solutions for each campaign (a “Campaign”) and for ongoing Campaigns, and in the development of annual media strategy plans– Research and plan media buying strategies and Campaigns that target specific audiences, including using geo–targeting– Search for, negotiate, and purchase cost–effective and quality media across all channels (e.g., television, digital, radio, and print) that meet agency requirements, including negotiating media purchase agreements, and obtaining agency prior approval for media purchase authorizations;– Use defined metrics to measure the performance of the Services and each Campaign, such metrics may include impressions, reach, frequency, and placements– Gather Campaign performance data based on the metrics identified and continuously monitor, analyze, and optimize Services strategy based on the results of that data– Recommend and develop new partnerships, sponsorship solutions, and strategies to amplify messages and reach target audiences across all channels in order to meet Campaign and long–term outreach objectives.
