The Commonwealth of Massachusetts is seeking a vendor to provide and manage the MassVoice Cloud telecommunications platform for state employees. This cloud-based solution must deliver a feature-rich and consistent user experience to employees working both onsite and remotely. The platform should be highly reliable and support local survivability, ensuring that state locations can maintain communication capabilities even if they become isolated from the core network environment.

Vendors must ensure seamless business continuity at all required locations, supporting uninterrupted inbound and outbound calling during normal operation as well as during isolated survivability scenarios. The platform should integrate with PSTN (Public Switched Telephone Network) facilities and provide a unified communications environment. Additional requirements include the ability to bill individual entities directly, automatic inbound call forwarding, and the provision of a modern IP-based alternative to traditional Primary Rate Interface (PRI) circuits. The initial contract period will be for one year.
