The selected vendor will provide hosting, implementation, configuration, and ongoing support services for a comprehensive Mass Notification System. The solution must include all required software, hosting, message delivery services, as well as implementation, training, and ongoing technical support.
Core functional requirements include emergency and non-emergency message creation and distribution, robust audience management and subscription options, geographic targeting (using address-based, polygon draw, GIS layers, zones, or pre-defined areas), and multi-channel delivery (at minimum: SMS/text, voice, and email). The system should support message templates, approval workflows, audit logging, and offer detailed reporting and analytics covering delivery status, retries, opt-outs, and response or acknowledgement tracking where applicable.
Optional, value-added capabilities are preferred, such as mobile applications for residents and staff (with push notifications), two-way messaging, polling or acknowledgement tracking, multilingual translation and accessibility features, as well as integration with social media, web widgets, sirens, digital signage, or other local warning systems. The vendor should also provide migration support from any existing notification platforms, including data imports and subscriber migration.
Vendors are required to submit any questions by March 11, 2026. A mandatory pre-bid conference is scheduled for March 5, 2026.
