(1) Vendor needs to provide mass notification system. – The ability for Mass Notification System (MNS) Administrator to create, modify or delete roles. – The MNS Coordinator has the capability to administer all aspects of the message content library including adding new messages, deleting messaging, and modifying messages. – MNS has the capability to allow recipients to respond to MNS messages. – MNS shall allow users to insert media into messages including maps, audio or URL links. – MNS will automatically associate metadata with messages and will retain and store this metadata along with the messages – including, but not limited to: message sent date, received date, sender, recipient, message type, message group, triggering incident, confirmation of receipt notification, user actions associated with the message. – The ability for MNS Administrator and MNS Coordinator to view message delivery rates and read receipts (where available) for each audience group or category. – The ability for MNS Administrator to create, modify or delete roles. – MNS Administrator profile shall enable Administrator to create and modify user profiles. – MNS has a Message Recipient profile which enables the Message Recipient to receive MNS messages on various channels. – Ability to send messages to up to 4,500 users simultaneously in near real time via multiple channels without MNS System performance degradation. – The system shall have the capability to search for files. – The system shall maintain backup and recovery standards to meet a Recovery Time Objective (RTO) of 15 minutes and a Recovery Point Objective (RPO) of 24 hour (2) All the questions must be submitted no later than December 17, 2025.
