The province of Ontario is seeking a vendor to implement a comprehensive mass notification system (MNS) designed to meet the communication needs of both administrators and recipients. The system should allow administrators to efficiently create, modify, or delete user roles, manage user profiles, and oversee the message content library. Coordinators must have full administrative control over message content, including the ability to add, delete, and modify messages within the system.
Recipients should be able to receive notifications across multiple channels, respond to messages, and access messages containing media such as maps, audio files, or URL links. The MNS must automatically store metadata with each message, including details such as send and receive dates, sender and recipient information, type and group of message, triggering incidents, and confirmation of receipt, as well as any user actions tied to the message.
Administrators and coordinators should have access to reporting features that allow them to track message delivery rates and read receipts for different audience groups. The solution must be capable of delivering messages to up to 4,500 users simultaneously in near real time, without performance degradation. Additional requirements include robust file search capabilities and a backup and recovery framework that supports a Recovery Time Objective (RTO) of 15 minutes and a Recovery Point Objective (RPO) of 24 hours.
