A government agency in Washington, DC is seeking a vendor to provide a Software-as-a-Service (SaaS) Mass Notification and Alert System designed to serve up to 10,000 recipients. The system must facilitate communication across multiple platforms and methods, including email, SMS/text messages, landlines, VoIP, and mobile applications for both Android and iOS devices. Key requirements include the ability to send and receive notifications 24/7/365, integration with several associated systems (such as Computer-Aided Dispatch, Lightning Detection, Workday HCM, Airport Communicator, and Surface Management System), as well as the ability to attach images and documents to messages.
The selected contractor will be responsible for the full migration of current users and data from the agency’s legacy mass notification system, as well as the implementation, configuration, and training associated with the new platform. Ongoing support will also be required, including regular system maintenance, upgrades, and fixes. The system must support sending up to 50,000 notifications simultaneously, scheduling and storing messages, text-to-speech notifications, group and subgroup management, and template creation and management. Additionally, a test (sandbox) environment must be available for system testing and validation.
